Economic policy has influenced social, cultural, political, and economic events from colonial times to the present.
 
 
        Economic policy has shifted many times over the course of American history. During colonial times, the British colonies operated under a mercantilist system in which all trade benefited the mother country. After the American Revolution, the fledgling United States attempted to operate under the Articles of Confederation, but the economic restrictions it placed on the national government caused that system to fail. Delegates meeting at the Constitutional Convention agreed that the federal government must have the power to tax. A decision to tax only imports, not exports or direct income, proved to be decisive in the development of domestic industry.
 
         Congress passed revenue tariffs (taxes on imports) during the early years of the Republic; after the War of 1812, a shift to protective tariffs occurred. These tariffs continued to increase reaching their apex during the Civil War under the Morrill Tariff. After the Civil War, tariff rates remained high, ensuring the rise of big business that did not have to compete against foreign manufacturers. The extreme wealth accumulated by captains of industry such as Andrew Carnegie and John D. Rockefeller stood in sharp contrast to the poverty of many Americans, especially new immigrants who crowded into tenements in major cities in the North and East. Public awareness of this economic inequity resulted in a movement to replace the tariff as the primary source of tax revenue with a direct personal income tax. However, Congress lacked constitutional authority to institute such a tax unless the states passed a constitutional amendment to allow direct taxation. Republicans finally agreed to lower the tariff rates if the amendment passed, thinking that the states would fail to pass it. The plan failed, and ratification in 1913 of the Sixteenth Amendment opened the door for direct taxation—a shift that has influenced capital accumulation, investment, and personal savings ever since.

The discussion into models, inference, options and realized volatility. The SV literature has grown rather organically, with a variety of papers playing important roles for particular branches of the literature.
 
 
This reflects the multidisciplinary nature of the research on this topic and has made my task of selecting the papers particularly difficult. Inevitably my selection of articles to appear in this book has been highly subjective. I hope that the authors of the many interesting papers on this topic which I have not included will forgive my choice.
 
 
       The outline of this Chapter is as follows. In section 2 I will trace the origins of SV and provide links with the basic models used today in the literature. In section 3 I will briefly discuss some of the innovations in the second generation of SV models. These include the use of long-memory volatility processes, the introduction of jumps into the price and volatility processes and the use of SV in interest rate models. The section will finish by discussing various multivariate SV models.
 
 
         In section 4 I will briefly discuss the literature on conducting inference for SV models. In section 5 I will talk about the use of SV to price options. This application was, for around 15 years, the major motivation for the study of SV models as they seemed to provide a natural way to extend the Black–Schools– Merton framework to cover more empirically realistic situations
 
 
. In section 6 I will consider the connection of SV with the literature on realized volatility.


Reducing the Barriers to International Trade in Accounting Services by Lawrence J White

 The service sector accounts for more than 70 percent of the gross domestic product (GDP) of advanced industrial economies. Though trade in services is difficult to calculate and many transactions still go uncounted, current estimates place the worth of such trade as at least $2.5 trillion, or about a third of total world trade.
 
 
For the United States, the world’s most advanced industrial economy, the service sector looms even larger. Services account for almost 80 percent of U.S. production and U.S. employment (while manufacturing accounts for 19 percent of U.S. GDP and 18 percent of U.S. employment).
 
 
              The surplus in U.S. services trade also partially offsets persistent U.S. merchandise trade deficits. In 1999, the services trade surplus was $76 billion; the merchandise deficit, $347 billion.
 
 
Despite the increasing importance of services trade and investment, only in 1995 did the multilateral trading system establish rules for opening markets in these economic sectors by negotiating the General Agreement on Trade in Services (GATS). This first effort at a discipline for services trade and investment created a framework of general principles and rules but left the large-scale liberalization of individual sectors to later negotiations.

OXFORD A Non-Random Walk down Wall Street

   A volume of collected works is almost always a bad sign for one's researchtrajectory, an indication of declining productivity as much as professionalrecognition. We hope to be the exception that proves this rule because neitherof us is willing to concede that we have reached the apex of our careers.
However, we do think that the papers collected in this volume form a coherentand exciting story, one that bears retelling now that we have the luxuryof seeing the forest for the trees. When we began our collaboration overa decade ago, we certainly had no intention of embarking on as ambitiousa research agenda as this volume might imply.
And although we are stillactively engaged in exploring these issues, when we were presented with theopportunity to bring together a group of our papers, we simply could notresist. Whether by design or by coincidence, here we are with eleven papersand an introduction, the running total of our research on the Random WalkHypothesis and predictability in financial markets.
Although we were sorely tempted to revise our papers to incorporatethe benefits of hindsight, we have resisted that temptation so as to keepour contributions in their proper context. However, we do provide generalintroductions to each of the three parts that comprise this collection ofpapers, which we hope will clarify and sharpen some of the issues that weonly touched upon when we were in the midst of the research.
Also, we haveupdated all our references, hence on occasion there may be a few temporalinconsistencies, e.g., citations of papers published several years after ours. We hope that this volume will add fuel to the fires of debate and controversy,and expand the arena to include a broader set of participants, particularlythose who may have more practical wisdom regarding the businessof predicting financial markets. Although Paul Samuelson once chidedeconomists for predicting "five out of the past three recessions", our researchhas given us a deeper appreciation for both the challenges and thesuccesses of quantitative investment management.
As for whether or notthis little book contains the secrets to greater wealth, we are reminded ofthe streetwise aphorism that the first principle of making money is learninghow not to lose it. Indeed, although there are probably still only a few waysto make money reliably, the growing complexity of financial markets hascreated many more ways to lose it and lose it quickly. We have argued thatour research has not uncovered tremendous untapped profit opportunities,but on the other hand, our research does provide some guidance on hownot to lose money. What more can one expect?
